Licensing

The Licensing and Registrations division for all codes of racing is located at the head offices of RWWA at 14 Hasler Road, Osborne Park. There are various categories of registration that apply in the three codes of racing. A person is required to be registered and must hold the appropriate licence for any activity that is governed by a licence. Information as to the type's of licences that apply can be found by viewing the RWWA Rules of Racing for the related code.

There are numerous categories of registration available amongst the three codes of racing. These include Trainer's, Owners, Driver's, Jockey's, Stablehands, Attendants, Studmasters, Track work riders to name a few. Differing levels of information and experience are required of applicants depending on category of licence being applied for.

Applicants for training licences initially apply for an "owner/trainers" licence, which entitles them to train animals which they own and as their level of experience and involvement increases then make application to upgrade their licence, which entitles them to train additional animals which they do not necessarily own.

Many licences in the equine codes have mandatory insurance components (such as Public Liability and Personal Accident) which are organized through RWWA on behalf of the industry. Further details are available for thoroughbreds and harness.

Upon receipt of application and payment of the prescribed fees, dependant upon category being applied for, approval of the application is at the discretion of the Stewards who make recommendation to the Integrity Assurance Committee (IAC) in respect to the granting or otherwise of the registration. The RWWA Licensing Policy shall apply in assessing applications and whether a person is suitable, appropriate or a "fit and proper" person to hold such licence being applied for. The Manager of Licensing/Registrations and Stewards Administration, Mr Denis Borovica reports to the Chairman of Stewards, Mr John Zucal who has the delegated authority to approve applications for registration. The Integrity Assurance Committee, which has the primary oversight for all matters relating to licensing, determine, where required, applications that may not be approved by the Chairman of Steward in the first instance.

To ensure that applicants are fully aware of the requirements of any intended category of Licensing, application forms are not available electronically but will be forwarded to interested persons upon enquiry to ensure all relevant information is made available.
