Stewards yesterday finalised an inquiry into an incident at the Byford training track on 13 April 2017 and the use of the whip on the horse, ELSUPA.
The inquiry was opened on 14 June 2017 and evidence was taken from licenced trainer Ian Ronald, Mark Gillam (Byford track curator), Bob Sutherland (Byford Steward), RWWA Senior Investigator Geoff Johnson and RWWA Industry Veterinarian Dr Judith Medd.
Mr Ronald was issued with two charges:
- Rule 213(a) – A person shall not by use of harness, gear, equipment, device, substance or any other thing inflict suffering on a horse;
- Rule 243 – A person employed, engaged or participating in the harness racing industry shall not behave in a way which is prejudicial or detrimental to the industry
The inquiry was adjourned on that day to allow Mr Ronald to seek advice in relation to his plea.
At the resumption of the inquiry yesterday Mr Ronald pleaded guilty to both charges. The particulars of the charges being that Mr Ronald inflicted suffering on ELSUPA due to the inappropriate manner in which the whip was used. ELSUPA suffered inflammation and a number of welts. Further Mr Ronald’s conduct was detrimental to the image of harness racing.
In determining penalty stewards took into account:
- His guilty plea
- His good record in relation to this rule
- His long licence history
- His admission
- The equine welfare concerns
- Need to have specific and general deterrence
Mr Ronald was disqualified from holding a licence for 12 months under Rule 213(a)
Mr Ronald was disqualified from holding a licence for 12 months under Rule 243
Stewards ordered these periods of disqualification be served concurrently and take effect immediately. Mr Ronald was advised of his appeal rights.
