Harness – Stewards Inquiry – Trainer Donald Wegner

On Wednesday the 6th July 2016, RWWA Stewards conducted an inquiry in relation to a stable inspection conducted at the property of licensed harness trainer Donald Wegner where the human drug Cozaar had been found.
During the inquiry evidence was taken from Racecourse Investigator Freya Norman who attended the property during 2 stable inspections, the first being on the 3rd of June 2016 and the second on the 15th June 2016. A number of substances were obtained from the search of the property including a number of boxes of Cozaar which is used in the treatment of high blood pressure in humans.
After considering all of the evidence Stewards charged Trainer Don Wegner under Harness rule 194 which deals with having an un-prescribed medication in his possession, that being the human drug Cozaar. Mr Wegner pleaded guilty to the charge and was fined the sum of $500.00.
Mr Wegner was also charged under Harness rule 240 for an improper act in that Mr Wegner admitted to using the human drug Cozaar as a treatment for his racing horses. Mr Wegner pleaded guilty to the charge and he was subsequently disqualified for a period of 6 months.
In determining penalty stewards took into account:
- The seriousness of the matter and the need for the penalty to serve as an active deterrent.
- The substance involved was a human medication and had no prescription.
- The fact that Mr Wegner was using un-prescribed human medication for the treatment of his horses.
- Mr Wegner’s guilty plea.
- Mr Wegner’s excellent record and also his long period of licensing and service to the industy.
- Penalties issued under similar rules.
