RWWA Integrity Assurance Committee (IAC) – Lifting of Warning off – Mr. L. B. Harper

In December 2015 the IAC resolved, after considering the length of time Mr L. B. Harper has been excluded from the industry (11 years approx.) that he ought to be given a limited opportunity to demonstrate his limited participation in racing as a member of the public would not be prejudicial to the wider interests of the industry, to remove some of the restrictions that applied to him as a warned off person.
As advised at that time, following a period of not less than 6-months and on the provision that Mr Harper adhered to the terms of the restrictions as described, the matter was to be reviewed and further consideration be given to lifting the warning off in full.
Since that time there have been no adverse matters arising with Mr Harper adhering to the personal assurances given to the IAC at the hearing conducted on 24 November 2015 which preceded the varying of restrictions.
Following review, the IAC has now resolved to remove Mr Harper’s name from the list of persons warned off.
Mr Harper is effectively now a member of the public who does not hold a license with RWWA.
The determination to remove his name from the list of persons warned off does not imply that any future licence applications will be approved with the Stewards and IAC reserving all rights in this regard.
