Thoroughbred Stewards Inquiry Mr Matteo Daqui
RWWA Stewards yesterday concluded an inquiry into a report received from RWWA Steward, Mr S Jerrard in relation to horses located at a property in Bunbury leased by Owner, Mr Matteo Daqui.
The inquiry commenced on Friday, 21 December 2018 with evidence taken from Mr Daqui and Veterinarian, Dr Vanessa Bianchini.
The inquiry established that six horses were in below average body condition with three requiring veterinary treatment for lice and all six being in need of farrier attention.
Mr Daqui was found guilty of the following three charges:
Charge 1:
AR.175. The Principal Racing Authority (or the Stewards exercising powers delegated to them) may penalise;
(o) Any person in charge of a horse who in their opinion fails at any time –
(iii) to provide for veterinary treatment where such treatment is necessary for the horse.
Details of the charge: That he failed to provide Veterinary treatment for lice for a number of horses kept at his property as reported by Veterinarian, Dr V Bianchini.
Charge 2:
AR.175. The Principal Racing Authority (or the Stewards exercising powers delegated to them) may penalise;
(o) Any person in charge of a horse who in their opinion fails at any time –
(iv) to provide proper and sufficient nutrition for a horse.
Details of the charge: That he failed to provide proper and sufficient nutrition for horses kept at his property, with the exception of an eight month old foal, resulting in those horses being underweight and scored below the acceptable standard as described by Dr Bianchini.
Charge 3:
AR.175. The Principal Racing Authority (or the Stewards exercising powers delegated to them) may penalise;
(k) Any person who has committed any breach of the Rules, or whose conduct or negligence has led or could have led to a breach of the Rules.
Details of the charge: Negligence for failing to have adequate farrier treatment provided resulting in their feet being in poor condition as described by Dr Bianchini.
After considering all submissions, following deliberations Stewards determined to impose the following penalties:
- Charge 1-Fine of $750
- Charge 2-Disqualification twelve (12) months
- Charge 3-Fine of $750
Consequently, the overall penalty is a disqualification of 12 months in addition to fines totaling $1500.
When considering penalty, Stewards took into account the following factors:
- The racing industries commitment to maintaining the highest degrees of welfare at all times for all animals involved in the industry
- Previous penalties issued for related matters.
- The seriousness of the matters and the need for deterrence to reinforce and maintain the high standards of animal welfare that apply within the industry as a whole.
- His prior record which showed a fine of $1500 for an offence under AR175 (o) (iv) in 2015.
- That all of the horses were restored to good health
