Thoroughbred Stewards Inquiry Trainer Mr Frank Maynard MISS FROST
At a Stewards inquiry conducted on Monday 14January 2019, Trainer Mr Frank H Maynard pleaded guilty to a charge under AR178 with the particulars being that as the licensed trainer he brought MISS FROST to race in Race 5 at Ascot on 6 November 2018, where it competed and finished first with the prohibited substance flunixen being detected in a post-race blood sample taken from the filly.
After hearing evidence from ChemCentre Analyst Ms E Cook, Veterinarian Dr P Symons, RWWA Investigator Mr G Johnson and submissions from Mr Maynard, the inquiry was adjourned for Stewards to deliberate on penalty.
After taking into account all matters the Stewards have now determined to impose a disqualification of 18 months effective forthwith.
Further, acting under AR177 MISS FROST has been disqualified from the race in question with the commensurate implications to all stake money to apply.
In determining penalty Stewards took into account:
- Mr Maynard’s plea of guilt, personal circumstances and professional conduct at all stages of the inquiry
- His record in relation to prohibited substance matters with this being his eighth (8th) offence
- The nature of the substance being a Non-Steroidal Anti Inflammatory and its potential effects on a racing animal
- That the need to maintain the integrity of racing and public confidence, and to do so manifestly, required imposition of stringent controls
- Previous penalties issued
