Thoroughbreds Stewards Inquiry – Ms J Clements
On Friday 19 July 2019, Racing and Wagering WA (RWWA) stewards resumed the inquiry into the ChemCentre report that flunixin had been detected in the blood sample taken from MODERN NEWS after it competed in and won Race 3 at Pinjarra on 20 December 2018.
The additional documentary evidence from both analytical laboratories requested by trainer Ms Clements when the inquiry was first conducted on 23 May 2019, was tabled before the inquiry.
Mr. A Morton was called by Ms Clements to give evidence with respect to the information regarding the analysis of the sample. Further evidence was also heard from ChemCentre Analyst Ms E Cook and RWWA Industry Veterinarian Dr. J Medd.
After considering the evidence presented at the inquiry, stewards have issued the following charges:
- Charge 1. AR240(2) – ‘Prohibited substance in sample taken from horse at race meeting’
Particulars: That as the licensed trainer, Ms Clements brought MODERN NEWS to race at Pinjarra on 20 December 2018 where it raced and won Race 3, with the prohibited substance flunixin, being a Prohibited List B Substance, being detected in a post-race blood sample taken from that mare.
- Charge 2. AR104 – ‘Trainers must keep treatment records’
Particulars: That as the licensed trainer, Ms Clement did fail to record the treatment and medication of flunixin administered to MODERN NEWS on 15 December 2018 within the required treatment records as specified within Rule 104.
Ms Clements pleaded not guilty to charge one and guilty to charge two.
Stewards granted an application for adjournment in order for Ms Clements to seek further advice in order to make submissions in support of her plea of not guilty to charge one.
A date for resumption will be determined in due course.
