Further Stewards undertook a review of the performance and tactics adopted by Mr Wright in the races in which he had placed a bet. Stewards were satisfied that the tactics adopted by Mr Wright afforded his horse every opportunity to win or obtain the best possible placing
In determining penalty stewards took into account:
- The guilty plea, co-operation throughout the inquiry and personal circumstances.
- The small value of the bets.
- His previous record over a long period which showed no prior offences under this rule
- The seriousness of the charge and the need for deterrence both general and specific.
In relation to the three charges of placing a bet on the horse he drove in the race, Mr Wright had his licence to drive in races suspended for one month for each charge.
In relation to the two charges of placing a bet on a horse which he did not drive in a race, Mr Wright had his licence to drive in races suspended for two months on each charge.
Stewards ordered these penalties to be served concurrently.
