Racing and Wagering Western Australia (RWWA) stewards commenced an inquiry on 28 November 2023 following a report received from Perth Racing track management concerning the use of a whip on a horse ridden by trackwork rider Peter Hamilton during trackwork on 10 November 2023 at Ascot racecourse.
Evidence was presented by:
- Perth Racing track staff.
- A RWWA apprentice jockey.
- A RWWA licensed trackwork rider.
- A RWWA licensed trainer.
- Peter Hamilton.
On 12 December 2023 Mr Hamilton was found guilty to a charge under AR 132 (5) with the particulars of the charge being that during Ascot trackwork on 10 November 2023, when passing the winning post, he used his whip improperly by striking the horse he was riding on the head numerous times.
After considering submissions on penalty heard on 12 December 2023, stewards today determined to impose a disqualification of six (6) months for this offence. The disqualification is effective immediately and backdated to 20 November 2023, which was the date his license was initially suspended pending the outcome of the inquiry. This disqualification will expire midnight on 20 May 2024.
Stewards took into consideration.
- The nature of the offence.
- Mr Hamilton’s prior poor record in relation to conduct matters.
- That Mr Hamilton was on a conditional licence only.
- His personal circumstances.
- That there was no evidence that the horse had suffered any injuries because of his actions.
- The paramount importance of protecting the welfare of racehorses.
- The need for a deterrent for acts of this nature.
